We help energy, water, transport, telecom and industrial operators classify facilities, implement the NCA OTCC and CSCC on top of the ECC, and prepare evidence for audit, with a plan that respects how plants run.

  • Facility classification and scoping
  • OTCC, CSCC and ECC in one programme
  • Audit-ready evidence and resilience exercises

01Overview

What is critical national infrastructure security?

Critical national infrastructure (CNI) security protects the facilities and systems a country depends on, such as energy, water, transport, telecommunications and healthcare, from cyber attack. In Saudi Arabia the NCA sets mandatory controls for organisations that own, operate or host CNI, building on the ECC with the OTCC for operational technology and the CSCC for critical systems.

Who must comply?

Government bodies and private organisations that own, operate or host CNI, as identified by the NCA. Confirm your status with the NCA.

What do the OTCC and CSCC add?

The OTCC addresses OT and industrial control systems. The CSCC addresses critical systems. Both build on the ECC.

How are facilities classified?

By the consequence of compromise, into levels with progressively stronger controls.

What does a programme involve?

Scoping, gap assessment, remediation, evidence and exercises.

02What we do

Six services for CNI operators

One programme across IT and OT.

Know which controls apply where

Identify facilities and systems in scope and classify them by criticality.

  • Facility inventory
  • Criticality assessment
  • Control applicability matrix
  • Scope statement

What you receive

A defensible scope and a target control set.

03How we work

A compliance programme that fits the plant

Typical stages. Timing depends on scope.

  1. Scope

    Weeks 1 to 3

    Facilities, systems and applicable controls.

  2. Assess

    Weeks 3 to 8

    Gap assessment and risk analysis.

  3. Plan

    Week 9

    Costed remediation roadmap.

  4. Implement

    Months 3 to 12

    Policies, architecture and technical controls.

  5. Evidence

    Months 9 to 12

    Collect and organise evidence.

  6. Exercise and audit

    Month 12

    Mock audit and resilience exercise.

04Controls

The NCA control set for critical operators

Several documents work together. We map them into one programme.

ECC

Essential Cybersecurity Controls

The baseline that all in-scope organisations must meet first.

How we help: Baseline gap assessment.

OTCC

Operational Technology Cybersecurity Controls

Additional controls for OT environments, scaled by facility criticality.

How we help: OT implementation.

CSCC

Critical Systems Cybersecurity Controls

Controls for systems identified as critical.

How we help: Critical systems hardening.

DCC

Data Cybersecurity Controls

Controls for data classification and protection.

How we help: Data programme alignment.

Why CNI security is a national matter

Attacks on critical operators affect the whole economy.

  • Vision 2030

    Vision 2030 programmes

Giga-projects, smart cities and new industrial hubs create new critical infrastructure with security built in from the start.

  • Threat

    Regional threat picture

Publicly reported attacks on safety and industrial systems in the region show the stakes.

  • NCA MSOC

    Managed SOC licensing

Critical operators must use Tier 1 licensed managed SOC providers under NCA rules. We help you plan the delivery model.

SAMI engaged GoAgile to strengthen its cyber security posture with protection aligned to the rigorous security and compliance standards of its sector.

  • Strengthened the organization's cyber security posture
  • Delivered enterprise-grade protection aligned to sector security and compliance standards
National energy operatorOT security assessment

OT assessment and segmentation for an energy operator

Plant networks had grown without a clear map, and remote access for vendors was a concern.

  • Passive discovery of OT assets without touching production
  • Purdue-model segmentation design and industrial firewall rules
  • Secure remote access for vendors with session recording

Result: A mapped, segmented network with a prioritised remediation plan the plant team could schedule.

Government authorityNCA ECC programme

NCA ECC gap assessment and remediation roadmap

The authority had to demonstrate compliance with the NCA Essential Cybersecurity Controls and did not know where to start.

  • Control-by-control gap assessment
  • Policy and procedure set aligned to ECC
  • A phased remediation roadmap with owners and dates

Result: A clear compliance position, a funded roadmap and audit-ready evidence.

GoAgile strengthened our cybersecurity posture with enterprise-grade protection aligned to the rigorous security and compliance standards our sector demands. Their team has been a dependable partner on a mission-critical engagement.

10Questions answered

Critical National Infrastructure Security FAQs

What is critical national infrastructure?

The facilities and systems essential to a nation's security, economy and welfare, such as energy, water, transport, telecommunications and healthcare.

What is the NCA OTCC?

The Operational Technology Cybersecurity Controls (OTCC-1:2022) are NCA controls for OT environments of organisations that own, operate or host critical national infrastructure, in addition to the ECC.

What is the CSCC?

The Critical Systems Cybersecurity Controls are NCA controls that add requirements for systems identified as critical.

Do we need to comply with the ECC before the OTCC?

Yes. The OTCC builds on the ECC, so organisations are expected to meet the baseline first, then the additional OT controls.

How are facilities classified under the OTCC?

By the consequence of their compromise, into criticality levels that determine which controls apply. The NCA provides a tool for this, and we help you apply it.

How long does an OTCC programme take?

Usually twelve months or more, depending on the number of facilities and the starting position.

Can you help with managed SOC requirements?

Yes. We explain the NCA's tiered licensing and help you plan monitoring that meets it.
