01Overview

What are NIS 2 and DORA?

NIS 2 is the European Union's directive on the security of network and information systems, setting cyber risk management and incident reporting duties for essential and important entities across many sectors. DORA is the EU's Digital Operational Resilience Act, which applies to financial entities and their critical ICT service providers, and has applied since 17 January 2025.

Do they apply to us?

Possibly, if you have EU entities, operate essential services in the EU, or provide ICT services to EU financial entities.

What do they require?

Risk management measures, management accountability, fast incident reporting, supply-chain security and, under DORA, resilience testing.

What are the penalties?

Significant fines, which for NIS 2 can reach millions of euros or a percentage of turnover, plus supervisory measures.

How does it relate to NCA and SAMA?

They overlap. A unified control set can cover most requirements.

05Saudi Arabia and the GCC

Why EU rules matter to Gulf organisations

Borders do not stop regulation.

  • Direct

    EU subsidiaries and branches

Operations in the EU fall directly under member-state laws.

  • Supply chain

    Customers and suppliers

EU entities must pass requirements on to their suppliers, including those outside the EU.

  • Finance

    Banking groups

Gulf banks with European arms may face DORA through those entities.

  • Efficiency

    Reuse of Saudi work

NCA ECC, SAMA CSF and ISO 27001 evidence helps meet many requirements.

09Questions answered

NIS 2 and DORA FAQs

Does NIS 2 apply to companies outside the EU?

It applies to entities established in the EU, and its requirements flow to suppliers and providers that serve EU entities. Whether you are directly in scope depends on your activities and presence.

What are NIS 2 incident reporting deadlines?

An early warning within 24 hours of becoming aware of a significant incident, an incident notification within 72 hours and a final report within one month.

When does DORA apply?

DORA has applied since 17 January 2025 to financial entities and critical ICT third-party providers.

What is threat-led penetration testing (TLPT)?

Advanced red team testing based on current threat intelligence, which DORA requires periodically for significant financial entities.

Are we in scope as a supplier to an EU bank?

Possibly through contractual requirements and, for critical ICT providers, direct oversight. We assess your position.

Can we reuse our NCA or ISO 27001 work?

Yes. Much of the control evidence overlaps, and we map what can be reused and what is new.

How long does readiness take?

Typically six to nine months, depending on the starting maturity.
